I've done LVP (Luxury vinyl plank) in both of my units. It's a type of vinyl that comes in strips (planks), and is glued down. It looks like fake wood, but has a warmer feel than laminate. More importantly, it's close to indestructible and completely waterproof. It is a little more expensive, but so far it has been worth it.

Future appreciation based on generally public information is already priced into the market for real estate just like stocks. This is one of the reasons the Bay Area is so flipping expensive. If you had insider information, you could make a killing on stocks, but that's obviously illegal.

There are no insider trader laws in real estate though, so 'picking' places likely to appreciate above what is 'generally' expected is possible. You just need to put in the work to get the information that's not going to show up in the MLS or sale records. Like other's have mentioned, modelling future returns based on past returns is not the way to go. Instead, you need to look at what is currently taking place in a neighborhood and recognize positive trends that would make you yourself want to live there. This is especially true with neighborhoods running just outside the gentrification line in urban areas. Stick to places you are familiar with. Go there and walk the streets. Live there. Do people look happy? Do you hear circle saws running at 9:00 am on a Saturday? Do there seem to be fewer fences on a block than you noticed six months ago.

Granted, this isn't for everybody, but that's a good thing. If it was for everybody, the potential would already be priced in.
