@Dawn Irion the proper way to handle renters not paying rent is to follow the lease contract and State laws.  I would recommend not deviating from how the lease and the State laws read.  

@Shyam Panchal I would search if the sellers obtained any permits for the work.  For example, here in Las Vegas water heaters are required to have permits.  And at the very least ask for copies of invoices on the work.  You want to ensure that any work done on the property was performed by licensed electricians, etc...

@S Harper have you been able to confirm the tenants were not out of town during the high water usage?  Besides that, my thinking is inform the tenant that unfortunately it is their responsibility to pay the water bill but that you will have a unified front on obtaining a refund from the city.  If the city is willing to come down a little then that is some form of admitting fault.  The red flag is there was not "high water" usage alert.  I would keep pushing it with the city and you will probably have better success if when you are speaking with the city to inform them you are trying to help the tenant.

@Ramon Melero you have 5 days from the time of receipt to review the HOA resale package. You can cancel within those 5 days. NRS 116.4108 and 116.4109.

@Skyy Dugger if you decide to place an offer make sure the offer reflects the reasonable amount it would cost to remove the tree and repair cost for any damage the tree caused.

@Mark S. if you have not already I would visit the bathroom in person (or have your property manager do it if you have one).  I wonder if it is "user error" and he does not use the one of the sinks often or maybe if there is a tub that water has not run through much, etc...

If the water/sewer/trash is a part of the HOA bill that the owner pays then I would bill back a reasonable fixed amount to the tenant on top of their rent. I would contact the water company and find out what the average water bill is for the size (# of bathrooms etc) house. So you charge the rent + water = total rent the tenant pays each month.
