Some of the builders that we have worked with have offered free property management and rate buydowns to as low as 3.5%. 

As a side note, I always use credit card/travel hacking when doing this kind of spend, this last one basically bought be a free flight to Europe.

I think basements as additional living space - assuming the basement is finished nicely, has egress, is free of radon, and is professionally waterproofed - are great ideas.However, we've had low success rates leasing even semi-below-grade apartments.
