I am closing on a property soon and it has a rolled membrane roof.

It also mentioned installing a sump pump and waterproofing membrane on 3 sides.Clearly there was more mentioned in the recent estimate than the original.

A flat, rubber membrane roof on top of an apartment building can run $30k+.

Then they will run away after closing and leave you with the problem.Even if this is a water runoff issue with down spouts or exterior drains It sounds like the water has worked through the exterior membrane or the weeping system is crushed or clogged.

I've lost my voice twice already, and have spent a lot of money on nasal spray and antihistamines to no avail.What are my rights, as a renter, to have my landlord have something done about this?

For the most part they are an OK system, definitely less traditional than a rubber membrane or a built up tar/paper roof.For maintenance, it's a good idea to have someone check them every year.
