As of 2010 if you own a multifamily unit in Philadelphia you are required to pay for your properties' trash collection. 

I understand what your saying but I would rather buy 4 properties for 30k in Detroit and collect $3000 than one for the same 30k outside of Detroit to collect $800.

What's the best practices in this. 

Western Snohomish county and its collection of smaller cities is much younger and is tied as the fastest growing county in the state.

Granted, I agree that their sales practices are very sketchy and intimidating, but that can be the case in many industries.

If so the insurance company will most likely handle the collections from he tenant or hopefully their renters insurance.

If one could just follow him around and collect the crumbs they might do very well it appears.

Depends on the note as Jay mentioned, non-judicial states will be quicker but federal laws require notice, demands, collection records, modification allowances, redemptions and 120 days before you can proceed.
