Any professional painters out there?

I thought he should have sanded it down and gotten it ready for texture and painting but he said, again, the painter will do that.  

I just hired a painter today and he stated he had never seen anything that bad.

I think the painter heard out of state investor and jacked up the price.

Average Jose painter who works at Tesla makes $16 an hour but there are no homes under 1 mil near Fremont factory.

Now this being said, should I prorate rent for them for a day (I feel like I don't really need to), or should I just recommend that they stay out of the house for a few hours, and I tell the painter to make sure all windows are open and the fan is on while he paints?

Not sure if I will do that or not yet, I will get quotes some reputable painters I know and assess it.The house is owner occupied which is a plus.

The downside, of course, is that the VA loan has a few more restrictions which can limit properties you can purchase which require more renovation for a lower price.Aside from the agent and lawyer, I would advise having a solid home inspector, CPA, contractors (general, painter, plumbing, electric etc.) on your team. 

The building look turnkey but you never know when you might need a plumber, painter, or roofer, right?
