Bakersfield is far from the bottom as prices have appreciated a good amount in the past few years, but pressure from oil industry layoffs have keep prices lower than other areas of CA (some of which are pushing all-time highs).

The fact that he called on the last day of the offer at 7pm instead of the 1pm I told him about, stated that it wouldn't make a difference because it is an FHA loan and won't get approved anyways, and generally doesn't respond to my texts/calls (very few if any when I write, I try to lay off of contacting unless necessary) for several hours makes me think I shouldn't work with him.

You're going to see a lot more headlines soon as the market starts catching up to weakness in layoffs, earnings, macro data, ISM/PMI surveys, and retail stocks.That said, if you spend your life trying to time markets, you will more than likely fail.
