Digital are better than the old mercury ones.The outside coils might need cleaning.

A lot depends on the final output: is the coil blocked with debris (even though the unit is overcharged with freon)?

If not, I would put down 6 mil vapor barrier, run nailers as John suggested, and install foam panels between nailers so entire floor is supported.

After calling a friend, he suggested that I not escalate the situation, but instead nicely coil the cord and leave it on the neighbor's lawn with a note saying that I am trying to be a good neighbor and am happy to help out, but I cannot afford to provide him with electricity.
