Turnkey ready to rent, but needs some personal rehab to bring it up to modern specs, no more than 5k.

Personally I am pretty conservative and like to finance up to no more than 55-60% LTV. 65-70% is not crazy, either, but I'd definitely start keeping reserves as you grow your portfolio.

Also, working with an investment team costs no more than working with any other realtor, but you get the benefit of years of experience and all the resources you're going to need.In summary, do not limit yourself to California.

If your agent pull comps and the comps say the building is worth no more then 650k BUT you love the building, location, layout whatever then maybe you go over asking to get the deal.

I would say no more than $900.   

I tend to be fairly accommodating with my tenants for retention also but would do no more than offer suggestions to consider a PO Box or googling home drop box options that she could purchase.
