Anderson has huge homeless and drug addicted populations.

Seattle, awash with sec 8 vouchers, moves in their previously homeless, substance abusers, and declare success.

We participate in various programs for homelessness prevention, emergency relocation, transitional housing, veteran housing, vouchers from healthcare providers, etc...

Whereas housing generally always a 1/1 relationship forgetting homeless which is an average percentage.Thus self storage has a larger non customer Base percentage which keeps the rate higher.  

The city of Portland spends around 200k per unit to provide low cost housing for the homeless and those on the edge of homelessness.

Tenant does receive subsidy (did I not post that clearly) from Coalition for the Homeless.
