We charge our owners $50/hr and the toilet install would look like this:1hr to drive to and from HD, 1 hour to remove the toilet, 1 hr to install the toilet, $100 - $150 for materials = $250 - $300.

I recently renovated the bottom unit with a lo flow toilet (89$ @ HD). you might want to look into that. super easy to install and well worth the savings. when my top tenants move out, i'll do the same up there. but like you said, you may want to give it a month to see if the fixes you made have had any effect. 

Ray, does HD still allow the Veterans discount on appliances?

We get our windows off the shelf and HD and install them ourselves it is a huge savings.
