@Leonard The noise wasn't too bad during the daytime but when I went in then night I could hear it inside  the house  due to more interstate traffic, which is what got me worried

Contractors can't leave tools on site: compressor, table saw, nail guns, extension cords, everything needs to be packed up every day and then set up again in the morning.

They often have rents below market so that their tenants will not complain about a broken furnace that does not get repaired or having to run an extension cord to the refrigerator because the circuit needs to be replaced but the panel is so old the circuit cannot be replaced.
