There are some decent paints now that will work on vinyl (they won't peel or crack). 

You see a neglected yard, bad roof, peeling paint, etc. you make a note and follow up.

Its like ripping off a band-aid as opposed to peeling it off slowly.

Interior walls has to be intact right now, meaning now peeling, loose, flaking paint or like you said you can cover it up in appropriate manner.

This is so ugly I can't even imagine the wild stuff that is going to come up when you start peeling back the layers.If it was me I would aggressively trying to exit the situation like it's my full time job.

The deck was not stained and sealed, but the husband attempted to do it on the steps with a product other than what we left for him to use - it was smeared on, gooped up and peeling - a complete mess.

Average costs have been about $800/month (I don't expect that this would continue, as this includes a complete AC and ducting install and retiling of the bathroom that was peeling).What would you guys do with the home?

They put drop ceilings in many rooms to catch and mask this, but the drop ceiling also failed one day, with (plaster?)
