read the small print of your heloc.. for further explanation  they are all unique.. but basically Heloc's can be frozen if the bank deems their position has been weakened by market conditions.

@Tereal Wilsonn, don't have direct experience with this, but I would make contact with the utilities directly and make sure they are either shut off or transferred into your name temporarily
