The insulation on that basement ceiling is meant to keep the living area above warm, and most likely was a DIY by a previous owner; it's just easier for the DIY to staple insulation to the joists with the paper facing toward the basement and it doesn't leave exposed fiberglass (just guessing at what was used) in the basement.Painting of metal jacketed wires is usually no big deal.

I think @Nathan G. is right -- there's a limit to how long these things will last as interior design staples, but they're just still incredibly convenient for C-class rentals like mine.
