If the utilities are in their name they might remember to shut off the water while they chat and if they don't no skin off your nose.Another thing to keep in mind is that sewer charges are often related to water consumption so excess water use bites twice.Sure once in a while you may get a tenant that stiffs you and if they have other damages you might end up eating the cost of a few months of utilities once every 10 years but that pales compared to the lost funds when you pay them yourselves every month on every property for those 10 years.

Given the likelihood of these new property taxes happening (if you read this thread, I haven't been wrong yet), I really wouldn't look at this as a non-event but instead as the beginning of a paradigm shift where Chicago property owners pay suburban tax rates but, at the same time, receive services that pale in comparison to the suburbs. 

decide if you really really want to be a landlord for the rest of your life.or if you would like to look at other financial instruments that will return as much with much less work.or buy a business that makes any of the standard investments pale .. if your going to put time and energy into something maybe owning a cool little business that makes you 100k or more a year would be fun and profitable.

All the other factors really pale when compared against that.

To me not being able to evict in this crisis for a few months while not good of course.. pales in comparison to other risks that are related to real estate..

You mentioned they have kids, so they probably used a diaper pale before which is more or less the same concept as putting tp in a trash can.
