People come up to me and thank me for rehabbing that abandoned home and restoring their neighborhood.Yet I must tell you I had a similar problem on a house I purchased at auction with the people still in it.

If you were to dumb it down to one single rudimentary difference between "cheap" solutions vs Lead Propeller and Investor Carrot type sites its this: buy it yourself, pick it yourself, build it yourself, maintenance itself, back it up yourself, restore it yourself, patch it yourself, replace plugins that are no longer compatible yourself, become an expert in 3-5 different types of technology that all are "supposed" to work together yourself AND let someone else more effectively do it for you for very little "extra" money than what it would actually cost you.I have built countless websites on Wordpress, countless plugins, recovered from viruses, done some Joomla/WIX, HTML, etc sites and I can tell you: IT SUCKS.

Tried to restore power quickly but ComEd wouldn't open a new account over the weekend.

Does anyone have any experience in restoring this type of issue? 

There are ways to conduct a one-time restoration of benefits, or to restore benefits, but those require you to refinance the existing mortgage into a conventional loan, or no longer own the home, so they probably aren't worth it with your current scenario. 

As a person interested in restoring the house they will speak to you freely.

I need to get someone out there ASAP to assess and mitigate the damage, form a plan for restoration, and start moving forward.
