It's been surveyed and so I'm about to submit everything to the county. 

Do I need to get it surveyed, or first speak with an architect?

I just talked to a surveying company.

If you have a legal description (full-legal-description, including plat # or survey), I can assist on getting an abstractor's report, which pulls all instruments filed in the real property records on that parcel. 

You would need to have the property re surveyed to partition of the 1/4 acre. 

You could always ask your neighbor to sell you the 33sf and then do a lot line adjustment then all you will need need is a survey and meet any of basic requirements.

.- Do a rent survey to determine market rent for your unit. 

In all, I will have been in about $100k in soft cost (arch, structural, civil, surveys etc).

You need to call local property managers in the area and do your own rent survey.

After all that is the basic reason for me creating this post; to hear from professionals that could help me understand and survey my options.
