@Jim Windgassen  Everything about making accommodations for a level two charger you state before "existing 240 V outlets" I would strike.

I didn't see this suggested yet, but for our place (somewhat close to yours), we raided the furniture outlets at the Asheville outlet mall. 

I still invest in Grand Rapids because I know this market like any other as I live here but in general I try not to invest where every news outlet in the country is saying to invest because the value add is lost when you are buying high and what everybody else wants. 

If you contact zillow through a bunch of ways (they also have social media outlets where you can comment, and that's what we did, in addition to all the other methods of contacting them) my understanding is they eventually do get back to you and are reasonable in resolving matters. 

Luckily, with my 1987 duplex, the most complex electrical work was adding an outlet in the crawlspace and plumbing was replacing a PRV.

My PM will replace all outlets and switches for every project (saving us about $400), will hang mini-blinds, can do very basic carpentry/plumbing, etc.

You can purchase a solar charger or a direct cable to plug into an outdoor electrical outlet.
