I know/suspect this because I personally witnessed the property marker in the ground, then pulled out of the ground and laying at a later date, then pounded back into the ground another later date, neither by my own hand, with the only person with an interest in doing so being my neighbor.

This developer is definitely a shady character, I found an article written a few years ago where he was being accused of embezzling money from a private school that he was in business with.

I would recommend  getting the  refinance in process / approved   but  dont lock a rate  or  pay for an appraisal until you locate a new property you want to buy ...by doing this - you can  get the refi proceeds  quickly  when needed  in order to close  on the new  purchase wit cash
