Eviction is the remedy, logically and legally.

I had fancy UC Berkeley online library access, so I did what anyone in that position would do and read all the peer reviewed academic literature on bed bugs written by people with Ph.D after their name (including pre-modern remedies that worked & still work), and over the course of a few months eliminated the infestation myself - chemical free.

It's been my observation that in most (if not all) counties, the courts want to see proof of notice to terminate - which is typically either a "X day notice to pay or quit" or a "X day notice to remedy or quit".  

As a result, I hired a company that did meth remediation (who knew there was such a thing) to bring the property back to code.

I've had the basement gutted and now I'm working on the plumbing, an electrical short, the boiler and mold remediation. 

In MA and many other older states, lead paint has to be remediated or certified treated to be acceptable by Section 8. 

Go to the officials and tell them what you have and ask how to remedy C.

But it is also possible that these issues have already been remediated prior to the new building being constructed.  

I would let the sellers disclose the past issues and provide documentation of the remedy.
