It sounds like your rehab budget would be low as all of the $12k would likely go for full electrical rewire, plumbing and new hvac.I too like the westend and spent many years in that area....and still hold some properties over there.

While the HOA will cover some maintenance, you still need to budget for it (about 5-10%) , as well as a Capitol repair fund (%10) , and vacancies (%10), so think your expenses are low by $3500-7000 a year.
