I am not up to speed on residential financing and may be missing something, but if I am right then underwriting is moot point since the mechanics aren't there to support a refi.

Are there creative ways for me to get more value despite lower section 8 support?

They could be cash buyers, could be bringing more money to the table (had that happen to my last house which didn't appraise), or it could be there have been some comps you missed that support eh value.

I'm really looking for one property in the area as an Education on the process where I have a base of family support. 

When I began real estate one of the thoughts I had in mind was to someday use real estate as a vehicle for supporting various "charities".  

But at the same time, they are all supportive of me chasing this dream.
