Hi @Marcia Maynard I find that this doesn't work as the people at the big box stores (and smaller stores) don't care and duplicate the keys anyway.  

@Chris M. the good news is i'd be shocked if you spent 3k on maintenance a year on any single family house, let alone a fully rehabbed one.

B) the effort is better spent re-filling.So, get it listed and get it filled.  

I can't tell you about Wisconsin, but I applaud you thinking outside of the box and looking into other areas.
