I would let them know that if either party feels threatened by the other they should call 911.I would explore the possibility that the floor/ceiling that separates the units may need more sound proofing as well.

The entrance needed to be separate, all plumbing, electrical, and heating would need to be separate and a firewall would need to be put in (mostly just an extra layer of drywall in the ceiling.

I've been through plenty of buildings with large (30+ sq inch sections) of paint pealing away all across the walls and ceilings, and that's definitely not a place for a young child to live...I'm on the law's side on that one.
