Fixed everything inside but the walls (new kitchen, 2 bathrooms, floors, paints, carpet, staircase, lights, ceiling fans, etc).

Dry cleaners - especially old ones, are frequently contaminated with PCE - which is a disaster to clean up.There's probably a reason this property is an REO - the last owner bought it without knowing the difficulties of cleaning up a former dry cleaner location.I think you'll spend a ton of money if you try to clean it up, and you'll be sitting on this property for a long time. 

Flooring is a low-ball number if I were to replace hardwood, but if we're refinishing and carpeting bedrooms that number makes sense to me.

He replaced the carpet (had three dogs that weren't house trained).

Use their cleaners, maintenance people, and systems to leverage your success. 

I purchase a rainbow vacuum cleaner earlier this year (february) and won’t close on a property until mid November.

.- We do our best to eliminate carpet and replace it with vinyl click and groove whenever possible.  

It's essentially turnkey minus the usual maintenance such as new carpets and paints.
