As someone who lives in Grand Junction and has a family with school-age children, my thoughts are that Grand Junction is an outlier in many respects, when compared to some of the other towns you mentioned. 

In my own home, with kids grown and out of the house, brand-new carpeting we put down in bedrooms and a small hallway only looked pretty sad after 10 years, and that was after having been cleaned professionally once.

This deal puts our company over 350 units, and I wanted to share some things I’ve learned while we’ve grown the business.

My question is what is the referral arrangement for ongoing referrals as we have a business relationship that has grown past the first deal?

If you have children you could even extend this strategy one step further and 1031 into investment properties near each of them. 

The tenant consistently complains about the work not being complete fast enough, he's insinuating that his wife and children are getting sick (read between the lines...i.e. from the mold that was immediately removed on discovery), and on and on. 

That has grown into an entire business for me.

I would recommend reporting the incidents to them and asking them to intervene on a wellness check; do it for you - and for her children.
