You might be able to make a report about health safety issues to the dwelling and an inspector would tag it if they agree. 

And if all else fails, I have something to fall back on - this is a great safety net.

Since the shower is functional, are we liable to get that fixed to meet the safety criteria of the unit?

ie safety reasons, aesthetics, and simply that it isn't a storage area for personal belongings?

If he’ll need a loan and doesn’t need a place to stay, just be very picky and very patient looking for a GREAT deal but certainly sell before he’s been out of the property 3 years or he might as well make a bonfire out of $25-$50,000+ dollars.  

Prices are coming down here in Phoenix and the winter is a good time to buy, although "good time to buy" is subjective right now as prices are falling yet rates are still rising.15% down on anything here isn't going to be cheap, let alone for a MF so be patient and get your finances in order first.

Or is that down payment just a safety net for the owners in case the tenants decide not to buy?
