If the PM has to send out someone to let the contractor in , that takes time , , I can see them billing the owner for that time .

In both the House and Senate early versions of the bill, there was a provision which changed "two out of five years" to "five out of eight years" but thankfully this didn't make it to the version that was signed into law.

It is easiest to tell the power company in advance to cut them off, so if the tenant isn't on top of things you don't get notified by getting a bill for their usage.
