I give these threats no thought because 1) my actions are appropriate 2) i document well 3) they have yet to follow through with any of these lawsuits 4) typically their ignorance is apparent in what they are threatening to sue for.

Paulette, it is good to call out these bad contractors and unfortunately you are caught in a bad situation on what to do, start by a small threat that you will contact the BBB and report a claim if he does not show some progress, or if you know an attorney, maybe a simple letter from one may get him worried and he may start showing up.

Police Bodycam footage

I wanted to use the camera footage as evidence in a civil case against the tenant.I was initially told that it would take 2 weeks to get the footage to me, then that blew out to several months, and now finally 6 months later they finally get back to me and tell me the footage doesn't exist, even though the initial report said cameras were activated.That footage would have shown that the tenant was making threats to damage my property (which she made good on).Do I have any recourse on the police for failing to provide the footage on a timely basis?
