Standard Cleaning Charge

Can a landlord charge a standard cleaning charge? This would be a charge just because someone moved out of the unit, not because of any damages.

I would think it would be ok if agreed to in the lease, but otherwise I believe it would not be acceptable to charge a cleaning fee unless there was some kind of damage (or mess) beyond normal wear and tear.
