I doubt that you can sell it with those tenants in place.
Your biggest (and cheapest) inprovement is going to be fresh paint throughout, and diligent cleaning.
I wouldn't do anything with those kitchen cabinets except wash them with Murphy's Oil Soap and rub some lemon oil on them. I probably wouldn't even add knobs.
Countertops are small, so replacing them with granite shouldn't be too expensive. Your appliances need replacing, they look old fashioned and tired. Vent hood has to match appliances.
Kitchen and bath are small, so nice tile floors shouldn't be too expensive. Except, I might not tile the bathroom unless that vinyl shows wear, or the price point of the condo is fairly high. It looks good in the photo.
New paint throughout, new carpet, maybe a new light fixture in the kitchen.
Here's what I would do with the bathroom. New paint, maybe new tile floor, matching accessories: towel bar, tp holder, toothbrush glass, flower vase or basket, and soap dish.
Then bright colored rug, coordinated shower curtain, towels, soap and silk flowers.
Tie the towels back with rafia twine, place a flower in twine. Have flowers in a vase, or use a basket with a couple of rolled hand towels, guest soaps, and a couple of flowers.
You get your color into the bath with the accessories.
If I replaced the bathroom floor, I might take a look at the fancy cabinet sink combos, where the cabinet looks like furniture. I've seen them for just a couple hundred bucks. Costco often carries a cheap one. I wouldn't want to live with one (no storage), but they look really good
