I would use postcards mailed to a good list. With this alone, you should be able to get 100 leads per month for roughly $800.
At .40 cents per postcard that would be 2000 cards mailed with a 5% response rate. Who do you mail to and what postcard do you use? I have never had any better than a 1% response with any postcard I have ever mailed.
I use 4x6, full color both sides, variable data printing, $0.365 ea. Response rate around 4.5%. The basics of the mailing list are non-owner occ., and FHA/VA loans for owner occ., purchased prior to 2006, in neighborhoods I like, 3/2/1 or better, assessed value at median +/- 25%.
It's more important to have a good list than it is a good postcard.
I'd mail letters and postcards to probates, a free and clear list and fire damaged properties.
I gotta spend a couple grand to pull 100 leads, most of that cost are my internet leads.
My lists come from my title company, I tell them what I want, they provide it free of charge. I get an excel spreadsheet with all the info and sort and filter to my heart's content.

$1000 is a lot of money.
I would look for ways to target divorces, liens, probates, etc. Depending on your local market, there are publications (like "Daily commercial record) you can subscribe to for like $30/month and get all the leads you need.
I would target expired listing with equity (possible if the last recoding date is many years ago).
Sending post cards is cheap, sources like overnightprints can print 5000 glossy cards for just over $200.

That $200 is just for printing the postcards, that does not include addressing and postage. You're looking at well over $1500 for mailing those postcards.
