I'd negotiate a split with the other wholesaler in exchange for bringing your buyer to the table.
Yes, I would arrange some form of compensation. I would base it on how much work you put in on the deal. Its up to you.

You should get something for bringing a buyer. Typically it is 25%. If you bring a buyer who is a cash buyer you might be able to get 50% but if the person who has the property does all the work then only expect 25%.

The other investor actually owns the house and wants to sell it for $85,000 and ARV is $130,000 with about $15,000 of repairs needed. So how much should I get for giving him my buyer?

This is always a difficult one. The new investor/wholesaler should consider the profitability of networking.
If it was clear that he did not want your place, then networking with the other investor will gain you respect and bring future deals your way which is worth something in itself.
But all decent investors/wholesalers will compensate monetarily all sources that brought them business.
I'm with Jawsette...if nothing else, some form of a finder's fee, just for good faith. I think the value of the referral could be more significant than the profit, but the owner should throw you some form of a bone...
