Best tax havens for living & investing?

I've started to research the most-liveable tax havens. So far lots of the tax havens actually have taxes on personal income and capital gains. Of true no-tax countries I've only found the following:

Andorra
Anguilla
Bahamas
Cayman Islands
Bahrain

Does anyone have actual experience living and buying property in these places or any other suggestions? Biggest concerns are climate, cost of living, cost of buying a small condo or home being affordable, and the potential of starting a business.
