Dealing with reluctant realtor agent

I am currently working with an agent that are very reluctant to submit low offers. I have looked at some of the REO properties, but she was not very willing to submit offers that are 10% below the asking price. Before showing the properties, she always ask how much I am willing to pay for the house and she always suggests a figure about $5K-10K below the asking price. Does anyone here invest in the Olympia, WA area and know a good buyer agent that works with investor?
