Pin # not split on townhome

Hello,

I have a townhome and found out after we moved in the the pin # was not split, so our home and our neighbors home had the same pin # and when tax bill come, it came to our address and was double the amount we owed, so we paid by legal description and our neighbor said he was too. we just got letter that taxes were sold and talked to neighbor and he hasnt been paying the taxes as he told us . can we sue title co or who should we go after for this mistake?
