Deadbeat Tenant Question

I have a tenant in my Lake Elsinore, CA apartment that is pretty much not doing much besides using drugs all day. Also, he has failed to pay his rent this month. I plan to start the eviction process, however, I can easily cut off the electricity to the apartment to hasten his departure. Would this be against the law or a civil matter, or both? Also, how long would the eviction process take? Thanks!
