One Water Main

Hello I need advice from someone of the experienced guys here regarding an apartment building with one water main going to different units.

How do you prorate the water usage to each different unit. I'm paying for the water but have a clause in my lease stating that the water will be reviewed and additional charges will needed if there is excessive use.

My short term plan is to put individual meters from the main to each unit on my end to track the actual water use. I want to avoid going through the water company because they will probably charge 2K per unit to have an actual water meter hooked up from the street. Thanks
