Anne, Welcome to the BP family. I love the way you think regarding "awakening tired rundown neighborhoods". I thought of it myself. In my area of investment there are many of-turn-of-the-century properties that scream for renovations but those areas are full of rundown, abandon drugs infested properties. You think that if you get in and just renovate one or two properties, clean the yards and plant some nice garden, they will all follow in the tradition of "If you build it, they will come". The problem is unfortunately greater. If the area doesn't have the economic foundation to rebuild, it will be go back to what it was.
People need hope to get them going and if they don't have hope (Again, financial and economic foundation to grow on) they will fall back. In the end it's all about jobs.
