Here's a simple evaluation. I believe you're saying the market rents are $2800 for the four units, so I'll use that. But I'm confused by your statement about similar properties renting for $1150, which would make the rents $4600. Thats a huge difference. Better figure out the reality of the rents before proceeding.

Rent: $2800
Expenses: $1400 (read in the Rental property forum about the 50% rule)
NOI: $1400
Payment: $1165 ($175K loan, 7%, 30 years)
Cash flow: $235 or $59/unit.

With your loan, the rate should be better. However, you're living in one unit, which is essentially a big vacancy.

I think in your intro post you said you were "in the middle of making an offer" and that this was "foreclosed". If that means its a REO, then even if you make your offer on Monday, there is zero chance of anyone moving in within one month. You'll be doing good to close within one month. Further, if this is a REO, and its a good deal, it likely already has a bunch of offers. If it doesn't, and its on the MLS, then there may be something else going on that makes it unattractive.
