QUESTION ABOUT DESSOLVING THE "HOA FEE"

I am developing a property in Costa Mesa City, Orange County, CA. The lot is Zone R2-HD, and the city allowed us to build 2 detached units. My plan is to sell them separately once it’s built. During the planning approval process, the city asks us to set up an HOA for the 2 units because they consider this project a common interest development. However, the 2 detached units function independently. They don’t share any landscape or driveway area: one unit face a public street, the other a public alley. My question is: can we dissolve the HOA or set it to zero since they don’t share any common driveway or landscape area?
