how accurate is cyberhomes?

i looked up a property i wanna put a offer on via cyberhomes. it's estimated value is between 61k-77k. the price it has on it is 67k. if i wanted to make a wholesale price offer on it .. would it be 67k * .70? or .70 * 61k? and minus any repairs?

i found a landlord in the neighborhood that is willing to pay 40k cash for 2/1.
