I keep reading things that go back and forth about wholesaling being illegal and I'm just looking for a straight answer. is it illegal in some states? no states? some situations? no situations? please help. Also if it's really not illegal are you able to do long distance wholesaling?

No its not illegal. At all.

No reference for you. Because I am not posting contracts and HUDs on a public forum to show you its not illegal.
