The HQS items that fail first Section 8 inspections in Memphis (and cost you a month

Every failed HQS inspection in Memphis costs you the same thing: a re-inspection wait and usually a month of abatement or delayed HAP payments. After doing rent-ready turns on a lot of voucher units here, the same short list fails over and over, and almost all of it is cheap to fix BEFORE the inspector shows up:

1. GFCIs and open grounds. Any outlet near water without GFCI protection, or three-prong outlets on ungrounded circuits. In older Memphis stock with original panels this is almost guaranteed unless someone already addressed it.

2. Peeling paint on pre-1978 homes. Interior or exterior, any deteriorated paint is an automatic fail because of lead-based paint rules. A scrape-and-spot-prime pass before inspection is cheap insurance. Most of the Memphis rental stock is pre-1978, so assume this applies to you.

3. Handrails and guardrails. Four or more steps needs a graspable handrail. Porches and decks past a certain height need guardrails. Inspectors measure.

4. Window issues. Every window needs to open, stay open on its own, lock, and have intact glass. Painted-shut windows in old Midtown and South Memphis houses fail constantly.

5. Smoke and CO detectors, placement and function. Not just present, working, and in the right locations including bedrooms.

6. Water heater TPR discharge pipe. Missing or wrong-material discharge line off the relief valve is one of the most common single-item fails I see, and it's a twenty-minute fix.

None of this is exotic. The units that pass first try are the ones where somebody walked the property with the checklist a week ahead instead of hoping. Fail, and you're waiting on the re-inspection calendar while the unit sits.

For transparency, I run a construction and maintenance company here in Memphis, a lot of our work is getting voucher units through inspection, which is why I have this list memorized.

Question for the group: for those running Section 8 here, what's the weirdest thing an inspector has ever failed you on? Always trying to add to the pre-walk checklist.

    Metro Detroit has a "crazy" S8 inspector that does work for several housing commissions.

    Every PMC here knows about them.

    They once wanted us to paint a room ONLY because they didn't like the color.


    What? It was the wrong color of purple? Please tell me you stood your ground on that one!

    Yeah, finally got around it!

    We cringe though every time this inspector is assigned as there's ALWAYS something above & beyond. We've complained to the powers that be with zero response:(
