I have done quite a few deals with investors on new construction, most of the ones that i have dealt with have rented them and plan to sell them down the road. The best advice for my area would be not to build anything right now but buy a spec home the prices on those in my area are way down.
There are, you just need to know the area and comps real well
Here in my area (Playa Del Carmen, Mexcio) the only good deals you can find are pre-construction, but there is some research to do before going foward. As you know (this is not a secret) a lot of people got scam buying in Mexico, therefore it is important to deal with the premium RE agent or developer with good backgrounds and references. (now I can hear the people saying:" I will never buy in Mexico!)
Wait a minute, the area here is a bargain (beach front) compare to California or Florida with similar life style. A load of Americans and Canadians take advantage of those great deals. There are good deals available in pre-construction. In the market today, you must buy to hold and sell down the road when the market is on an upswing.
I deal directly with builders and arrange for them to build the units in areas that make sense. I am particularly in favor of multifamily (duplex, 4-plex). All of which are for tenants to move in and pay rent.

Our office is currently doing a lot with pre-construction projects and new homes at the moment, and its amazing hwo the prices start to rise as the project nears complettion, so getting in on the ground level is really the key. Within months your property could increase in value by as much as 20%.
I took a couple to see various pre-construction lots and the wife said " but this is just a heap of dirt" ! Which it was. But a few months after when the roads were in, that piece of dirt was worth 20% more, and by the end of the year when the villa's are completed, the value will be even more.
Savvy real estate investors understand the value of investing at pre-construction prices, but for " regular" home buyers, they see a " heap of dirt" .
When you get a good pre construction deal, its best to hold it and sell when the prices goes after completion. But in the Caribbean, there is also very good rental income potential, since tourists and short term visitors (3-12 months) are always looking for vacation homes to rent.
So you earn in two ways:
1. Immediate increase in property value
2. Good passive income from renting
Getting in on pre construction deals is a good idea! And there are some good ones out there.
