Garage doesn't have a ceiling

My offer was accepted on a short sale (which I would rent out if it goes through), and now I'm waiting. The house is two bedrooms, 1 car garage, single story, with one of those narrow attics you where you have to walk hunched over.

There is no garage ceiling anymore. The homeowner said it came down during one of the hurricanes and he never had it replaced. There are rafters above the garage and I guess the homeowner boarded up the section that leads to the rest of the attic and created a new sideways "hatch" to climb into the attic.

Is this likely to be a problem, or a code violation? I don't know whether I need to have a new ceiling put in or not, and if so, how much it would cost.

Likely, if wouldn't take much to attach sheet rock to the rafters again. If it is like I am picturing it, my handy man could do it in less than a day. Add a couple more trips if you are going to tape and bed, and paint it.

Option 1: $200-$300
Option 2: finish the new ceiling, $100-200 more.
