I need someone to mow the lawn in three properties

I own three vacant lots in Independence that I have up for sale. Two of them are about a quarter of an acre and the third is half an acre.  One of the lots is on Willis Avenue, and the next door neighbor loves to call the city to complain about my lot.  Last year my landscaper talked to the official and explained we had a plan to mow exactly every two weeks and to ignore her constant complaints. Based on that understanding, we made it to the end of Fall with no further incident.    Now once more she has complained to the city and I find that the landscaper I used last year is no longer mowing lawns.  I need to find someone in the next few days, and I am throwing it out to the community because I am in Philadelphia.  I could put an ad somewhere and hire someone, but who knows if he actually did the work in exchange for the money I would send him.  I need to hire someone who I am sure will be reliable.  Thoughts? Suggestions?  I will certainly welcome them.
