In Pa.  you can manage your own units without a license.  If you are managing property owned by others you will need a Pa. Real Estate Broker license.  The Pa. Real Estate Commission has the details on getting such license.

    I used to own a property management company and charged 7% of rent collected. I collected rents, screening, application processing, and coordinated repairs. Really easy to start a business...but, certain areas can be demanding for property management.
