Cleveland is definitely a market worth exploring for out-of-state investors. The biggest thing is having the right local team around you, especially for finding deals, managing rehabs, and handling day-to-day operations. A lot of investors from higher-cost areas like Florida are looking into Midwest markets because the numbers can make more sense. Building relationships with local investors, agents, contractors, and property managers is the key to making remote investing work.

@Amado Torres from your title it appears you are in tampa fl and are looking into the CLE market? if so I'd be curious why that interests you? Pasco county FL is seeing growth that I would anticipate would out perform your returns in CLE, and investing in your backyard is always easier. but again not sure specifically what your goals are here.
Tampa has some excellent areas for RE investing. I'm surprised you would consider the MidWest especially Cleveland instead. If looking for a cheap entry you will get what you pay for.
Worth pulling Cuyahoga County's code violation and tax delinquency data yourself before committing to a specific pocket. Even within the "good" neighborhoods there's a wide range block to block, and that public data shows you which streets have real distress versus which ones just look cheap on paper.
